For both types of forms, if all of the forms you file have no Wisconsin withholding and you submit the forms to the IRS, you no longer need to provide copies to the State of Wisconsin. In 2009, the Wisconsin Legislature enacted significant changes to the Wisconsin sales and use tax laws as they relate to manufacturers, with different effective dates. The law changes were contained in Wisconsin Act 28. Manufacturers should be aware of the Manufacturing Consumables Exemption and the Biotechnology and Manufacturing Research Exemptions that are available.
